Over a period time in the future, cooperation is a feasible idea for private enterprises respond to local governments, but it needs strategic support. The cooperation is one between two groups sharing non-entirely mutual interests. The paper, by analyzing the internal mechanism of the cooperation and roots of contradictions between the two, explains the cooperation model and puts forward cooperative objectives of the two sides, which lies in regional development of modernization, and finally provides strategy selection for the private enterprises to respond to the local governments.
