This article presents a brief review of the background of cleaner production and research state,then proposes clean production systems based on the elements of enterprise production,including technical systems,organization and management systems,products systems,external support system,government policies and policy evaluation system and resources environment performance evaluation system especially for smooth performance cleaner production.So as to promote appropriate market mechanisms,government policy initiatives and scientific evaluation mechanism,it deals with the key and difficult issues of existing production mode transform.
