This paper applies QFD on domestic higher education. On the foundation of the gap between domestic higher education and higher education of developed education countries in fostering talent, developing science and technology, and serving society, identifies customer requirements and quality characteristics of the domestic higher education, finds out the disadvantageous factors of the domestic higher education. Finally, on the basis of particularities and disciplinarian of higher education, puts forward ＂high education quality controlling trilogy＂.
