Shanghai should seize the opportunity of the national strategy of ＂the Belt and Road Initiative＂ by actively participating in it so as to push the endogenous transformation of its development, which is a critical path for Shanghai to become a global city with real demand for urban functional extension. Through analyzes the changes in the ways and platforms of open- ing up, and identifying the key opportunities it will bring to Shanghai＇s construction of a global city, the author points out how this national strategy can expand urban functions, including urban function upgrade by building Shanghai into ＂four centers＂ through the flow of factors; accelerat- ing the city function of center for science and innovation through relocation of the global value chains; deepening and expanding the city＇s cultural and diplomatic functions through reform in administrative institution globally.
