Based on a review of the processes of legislation on preservation of historic environment in Japan, thethesis analyses the differences and relationships among the protected objects identified in various laws. giving It provides a comprehensive introduction to the legislative background, legal framework and main content of the ＇Historic City Conservation Act＇. It sorts out and analyses the related concept of historic environment and cultural setting. By combining the discussion on the actions of local governments at city, town and village levels after the issuanc of the laws, the thesis discusses the characters and experience of Japan＇s legislation on conservation for historic environment and cultural setting, and its reference to the planning and management of historic cities in China.
