公租房政策是我国解决居民住房问题的一项重要战略政策,不仅是民生问题,也是住房保障制度的政策性尝试。本文采用DEA的效率评价分析方法,对我国部分城市公租房制度运行的效率进行了评价。分析表明,目前我国公租房制度运行效率较低,原因不应当归咎于资金投入不足,主要是投入资金配置不合理,资金运行结构效率较低。因此,为了提高公租房制度的运行效率,各地应当结合本地实际,通过制定差异化和个性化的公租房分配制度,调整公租房投入资金的使用结构,解决城市中低收入家庭的住房困难,提高公租房制度的实际运行效率。
Public rental housing policy, aiming to solve residents' housing problems, is a great attempt on housing security. This paper evaluates the efficiency of public rental housing policy in parts of China using the approach of DEA. It finds out that the main reason for the low efficiency of China's public rental housing policy lies in the unreasonable allocation of investment and the ill operation of capital, instead of lacking investment. A conclusion is drawn that public rental housing policy should be implemented in accordance with local conditions, and the operation of investment be regulated to improve its efficiency and solve the housing problems of moderate and low--income families in urban areas.
