本文首先评述了常见可持续发展综合评价的一个不足之处——一定程度地掩盖了以牺牲资源与环境为代价换取经济增长和社会进步的现象。因为常见可持续发展综合评价以评价指标值的加权平均计算评价结果,这会出现以较高的经济、社会类评价指标值弥补较低的资源、环境类评价指标值的状况。而在评价指标的设置中,资源、环境类评价指标的个数和总权重通常少于经济、社会类评价指标,这又使得以较高的经济、社会类评价指标值弥补较低的资源、环境类评价指标值比较容易。然后有针对性地提出了一种改进办法——就评价结果的计算进行改进,先分别计算资源消耗、环境污染、经济发展和社会发展综合评价指标,再借助专门方法(如DEA方法)计算相对于经济、社会发展的资源、环境投入效率系数,用效率系数进行可持续发展综合评价。案例显示:常见可持续发展综合评价一定程度的掩盖了以牺牲资源与环境为代价换取经济增长和社会进步的现象,本文提出的改进方法纠正了常见综合评价的这一不足之处。
Commonly used methods for sustainable development evaluation are short of accounting for the factor that growth of economy and social progress are heavily reliant on extensively consuming natural resources and degrading the environment.In most cases,the evaluation systems are taking higher weights on economic and social indices but lower weights on resources and the environment indices,with showing that the total number of indices as to resources and the environment is generally less then that of the economic and social indices in such evaluation systems.This would lead to using the high scores of the economic and social evaluation indices to compensate for the relatively low scores of the environmental and resources evaluation indices.However,it is essential to place more emphasis on evaluating the environment and resources situations at the current stage of China's development to realize sustainable development of economy and society.This would be contributable to obviating the old modes of "pollution first and treatment last" frequently happened in developed countries in history.This paper makes an attempt to overcome the abovementioned deficiencies.First,the values of general evaluation indices of resource consumption,environment pollution,economy development and society development were calculated respectively.Then,the input efficiency coefficients of economic and social development relative to resources and environment were computed by taking advantage of specific methods,e.g.,the data envelopment analysis(DEA).Last,the derived efficiency coefficients can be made use of in comprehensive evaluation of sustainable development.Results of a case suggest that cities with declining ranking in sustainable development from the improved evaluation method have faster growth of economy and society,higher resource consumption and more serious pollution compared with the results from the traditional methods.On the contrary,cities with increasing ranking basically show a low rate of economic and social developm
