2012年,在全国科技创新大会上发表的＂深化科技体制改革,加快国家创新体系建设的意见＂重申了中国到2020年要建设成为创新型国家的目标,再次强调企业在建设创新型国家过程中的主体地位,要使企业尽快成为技术创新决策、R＆D投资、R＆D组织和成果应用中的支柱。本文旨在论述中国从2006年启动的建设国家创新型企业的内涵,评估国家创新型企业的指标体系和方法,并以第一批国家创新型企业天士力集团进行案例分析。最后,简要讨论建设创新型企业过程中企业研发经费投入及其效率问题。

In 2012,The Opinions on Deepening the Reform of the Scientific and Technological System and Accelerating the Construction of the National Innovation System issued on the National Science and Technology Innovation Conference reiterates the target of building China into an innovative country by 2020,highlights once again the leading role of enterprises as the principal part of national technological innovation in construction of an innovative country,emphasizes to make enterprises the mainstay of technological innovation decision-making,RD investment,RD organization and RD results application as soon as possible.This paper discusses the connotation of constructing the national innovative enterprises in China since 2006,the indicator system and method of evaluating the national innovative enterprises,and analyses with a national innovative enterprise,pharmaceutical enterprise Tasly Group,as a case.Finally,the paper analyses the problems existing in the process of building up the innovative enterprises concerning the enterprise research and development funds investment and its efficiency.
