近年来,由于《食品安全法》的修订和实施,政府和批发市场管理方对市场经营进行严格的监督和管理,并对相关经销商进行了食品安全培训和业务指导。通过问卷调查,说明批发市场经销商的基本特征、市场准入、市场监测、市场管理等情况,并实证分析参加培训对经销商保障食品安全行为的影响。结果显示:经销商参与食品安全培训能促使其积极办理健康证,提升健康意识;促使其主动提供产品质量检测报告,提高农产品质量安全的认知水平;促使其积极构建购销台账,增强制度执行力。根据结论提出完善食品安全相关法规,明确经销商的义务及权利;批发市场管理方创新食品安全培训模式,丰富培训内容;经销商提高责任意识,主动参与食品安全培训等政策建议。
Recently,due to the revision and implementation of the Food Safety Law, the government and the wholesale market administration offices have carried out strict supervision and management, and promoted training and guidance of the dealers for food saf ety.Through the questionnaire survey, the basic characteristics of the wholesale market dealers,market access,market monitoring, and market management were explained, and an empirical analysis was done to study the influence that training has on their behavior in terms of food saf ety.The results showed that the dealers’ participation in food safety training can render them more active in obtaining health certif icates,promote their health consciousness,prompt their initiative to provide product quality inspection report, improve their cognition ol quality and safety ol agricultural products ; urge them to actively build purchase ledger,and enhance their execution systems.Therelore,it was proposed that laws and regulations related to food safety be perfected to make clearer dealers , obligations and rights and that wholesale market management innovate the food safety training mode to enrich the training content.Meanwhile it is necessary to enhance dealers’sense of responsibility so that they will play an active part in food safety training.
