During the procedure of adoption and promotion the innovative policy reflects the groups＇ communication and interaction. A simple individual behavior, after a certain process, can make the whole become orderly, and the ant colony of swarm intelligence study how the gregarious creatures get macro intelligent behavioral characteristics through collaboration. Therefore, from the theory of ant colony swarm intelligence to study innovation policy is a good theoretical perspective. Not only to explain the diffusion of innovation policy, which is similar to the behavioral characteristics and decision style, but also to give an solution to an question,-if someone encounter groups lost which is always happen in ant colony, it gives some pieces of advice.
