英文摘要：

Along with the institutional change of the authority institution,the vehicle reform in public institution classification reform encountered obstacles and bottlenecks,particularly in the production and business operation and public welfare institutions.There is not a clear stipulation or standard,which makes the reform process slow,resulting in a loss of efficiency of the overall reform.This paper is dedicated to research institution vehicle classification reform,from the aspects of democracy,management and coordination to analyze system implementation obstacle problems,establish classification of institution vehicle reform model,and explore the reform route choice under institution classification,which will provide a more detailed theoretical basis for reducing corruption and for scientific management of the public institutions.
