本文构建了新兴大国政府与战略性新兴产业企业间的演化博弈模型,探讨为达到最优稳定状态政府应采取的策略路径。在此基础上,结合技术演化A-U模型与政策工具理论,构建了新兴大国扶持企业赶超的"三阶段、三维度"政策工具框架,进而解析了中国扶持TD-SCDMA技术赶超的政策工具。结果表明,在混沌阶段,新兴大国应强化供给政策和环境政策以推动技术突破;在主导设计阶段,应强化需求政策与环境政策以促进技术商业化,并借助供给政策引导互补技术的研发;在成熟阶段,应强化需求政策与环境政策以抢占市场,并辅以一定的供给政策引导技术变革。
This paper constructs dynamic game model between emerging powers government and strategic emerging industries enterprises,discusses the evolution path which government should adopt to achieve the optimal stable. Then,combined with A-U model and policy tools theory,this paper builds the policy tools framework,and studies the policy tools Chinese government used to support TDSCDMA technology. Results show that during instability phase,government should strengthen supply and environmental policies in order to encourage technological breakthroughs; in transition phase,it should strengthen demand and environmental policies in order to promote the marketization of technologies,and use supply policies to guide the research of complementary technology; in stability phase,it should strengthen demand and environmental policies to accelerate the industrialization,and use supply policy to support the upgrade of technology.
