应急管理和安全治理虽然源起于不同的学科和实践,但在随后的发展中呈现出理论上的趋同,这既表现为概念内涵的重叠,也表现为行动主体和行动机制的多元化。理论趋同表明本质相近,因此应急管理和安全治理在制度上可以整合。中国已经提出＂总体国家安全观＂,统筹内部安全与外部安全,这也为安全治理和应急管理的制度整合提供了可能。从当前面临的新兴风险来看,应以安全治理的兴起为契机,在安全治理的大框架下,推动建设下一代应急管理,增强应急管理对新兴风险的适应能力。

英文摘要：

Emergency management and security governance were originated from different disciplines and practices,but they were close to each other in theory in the development process.The core concepts of these two areas partly have the same meaning and both call for multiple participation and collaborations among actors.The convergence in theory results from the similar in nature.As a result,emergency management and security governance are to be integrated.China has proposed the Overall National Security Framework and set up the National Security Council,aiming at associating internal security with external security.These efforts facilitate the integration of emergency management and security governance.In regard to the emerging risks,China should use the policy window offered by emergence of security governance and build the next generation emergency management to improve the adaptation.
