深入分析我国地区能源效率差异及其影响因素，对挖掘地区节能降耗潜力、提高能源利用效率有着重要的意义。文章首先分析了我国地区能源效率现状和地区能源效率差异特征；其次探讨了能源效率差异主要影响因素，通过构建计量模型，对能源效率差异影响因素进行了实证研究。研究结果表明：1998～2008年我国地区能源效率呈现明显的东、中、西递减的梯状现象，能源效率较高的地区主要集中在东南沿海省份，能源效率较低的地区主要集中在资源禀赋比较丰富的西部内陆省份；地区间的能源效率差异正在拉大而地区内部的能源效率差异则相对收敛；技术进步、经济发展水平、能源消费需求对地区能源效率差异有显著正向影响，而就业结构、经济开放程度呈现显著的负向影响。针对实证结果，文章最后提出了相应的政策建议。

英文摘要：

This paper has discussed in depth differences of energy efficiency in districts in china, being meaningful for both exploring the potentiality for saving energy in districts and improving energy efficiency. The analysis starts with the current situation of energy efficiency in districts and the characters of difference of energy usage efficiency, then goes to the principle factors affecting the differences of energy efficiency on which this paper conducts a positive research by setting up an econometrical model. The result of the positive research indicates that, during the period from 1998 to 2008, the energy efficiency decreases from eastern district of china to western district of china, with higher energy efficiency in southeast provinces on the coast and lower energy efficiency in richly endowed western provinces. The degree of differences of energy efficiency is increasing on the level of inter-district while the degree on the level of one district is decreasing; technological progress, level of economic development, demand for consumption of energy have positive affects on differences of energy efficiency while employment structure and economic openness have negative affects. At last, the paper brings forward advice on policies accordingly.
