Based on GIS space method and service radius method, the coordination between the urban elderly population and the pension service facilities has been measured from three aspects which are endowment institution, medical health and stylistic places. The research shows several findings. The elderly population in Jinzhou District mainly concentrated in the southwest and the population pressure is heavy in the urban center and the requirement of pension service facili- ties configuration is high. The radiation range of the pension service facilities within the district is greatly affected by topography, the endowment industry in the eastern coastal area has great developing potential and the new types of business like tourism endowment should be focused on. With withdrawing the county - level city and establishing the district in Pu Landian and the increasingly intensification of the conflicts between population and land within Dalian City, Jinzhou New District is the inevitable trend for the development of Dalian. It is helpful for the promotion of the capacity for sustained development of Jinzhou New District to establish perfect public services infrastructure. The pension service facilities configuration in Jinzhou New Dis- trict has basically reached the domestic existing standards ,but there are still some problems a- bout fairness and proportionality. Although the spatial distribution of medical facilities is rela- tively good, there are problems as the utilization rate of beds is low, the ratio of doctors and nur- ses is not coordinated and the overall medical level is unreasonable. The distribution of square and green land resources is too centralized, the service scope is limited with small amount and area ,which is difficult to satisfy the increasing demands.
