英文摘要：

This paper takes western region for example, uses both the tools of positive and of normative analysis, and finds the transmission mechanism of inversion between cultural industry and cultural resources is non-existent. The main power of cultural industry in the Western Region comes from the improvement of national income, the change of industrial structure as well as the expansion of cultural market, they constitute the ＂three carriages＂ of cultural industry development. Finally, we put forward some countermeasures and suggestions： first, try to foster strengths and avoid weaknesses, tilt the barrel, fully dig the potential of cultural resources in west, and try to make up for the lack of elements, break the bottleneck of development; second, try to improve residents＂ cultural consumption ability, activate the potential cultural market; third, try to adjust the industrial structure combined with the resource endowment, to promote self-development capacity of cultural industries.
