[Purpose/significance] The paper discusses the government decision-making information demand from the angle of the information user theory and then puts forward the new strategy for think tanks＇ operating mechanism. [Method/process] Employing the method of literature research, the paper analyzed the inner drive, the characteristics, the structure and types of the government decision-making information demand, and then put forward the countermeasures and suggestions of think tanks＇ operating mechanism. [Result/conclusion[ The paper makes suggestions for the construction of a new think tank mechanism in terms of information resources, the quality monitoring system, the communication mechanism based on the general flow of the analysis about government decision-making information demands, which aims at providing a new prospective and theoretical basis for the new think tank construction.
