The paper firstly establishes an index system of reflecting the development level of regional technology innovation ability, and then using principal component analysis and cluster analysis, does empirical research and comparative analysis of the regional technology innovation ability for 30 provinces and cities in China, draws comprehensive rankings of the cre- ative ability of science. Finally taking Xinjiang for example, the paper points out the deficiencies in technological innova- tion, and puts forward the corresponding countermeasures and suggestions.
