Water ecological environmental concerns have become increasingly serious in the Pearl River basin ;therefore, certain le-gal measures should be taken immediately .Taking legislation into consideration , the existing water ecological prevention laws and regulations have to be revised and improved , and ＆quot;Regulations on Pearl River Basin Administration＆quot;is necessarily to be estab-lished.Besides, the administrative institutions of river basin which have specific legal status and administration authorities are re -quired in the legislation.The management measures and policies should be put into effect during the law enforcement .Definitely, the law-breakers need to be punished in order to strengthen the legal authority .
