为弥补原来共同边界法的不足,本文采用共同边界随机前沿法,考虑了技术异质性和随机波动的影响,测算了中国30个省份的全要素能源效率。结果证实东部地区的全要素能源效率无论是在小组内部还是共同边界下都是最高的,其次是中部地区,西部地区能源效率值最低;与以往的共同边界估计值相比,省份能源效率值的排名发生了显著改变。东、中、西部之间技术差异的存在影响着能源效率,未来政府需要制定措施缩小地区之间技术差距,提高整体能源效率。
In order to make up for the deficiency of the original metafrontier,this paper concerns the technology heterogeneity and estimate the total factor energy efficiency of30provinces in China by performing the two step stochastic metafrontier.The results confirm that the eastern group is the highest no matter in the group frontier or metafrontier,followed by the central region,while the western part is the lowest energy efficiency.Compared with the previous metafrontier estimates,the rank of energy efficiency have significant change.While the stochastic metafrontier of this research,which takes into account the effects of technology heterogeneity and random variables,is more in line with the actual production process and more suitable to estimate energy efficiency.Besides,technology heterogeneity between east,central and west affects energy efficiency.So in the future the government will need to develop measures to narrow the gap between regions and improve overall energy efficiency.
