Governmental level includes government, hospital administration center, medical insurance department and public health administrative department. Individual level includes hospital management, community health service center management, hospital doctors, doctors of community and citizens. The essay makes empirical analysis of the profit-relaters＇ demand in order to offer data for the policy makers.
