风电预测误差是提高风电消纳比例、解决弃风问题的主要障碍。提出了考虑风电预测误差的多时间尺度电力系统鲁棒调度模型,该模型根据日前风电短期预测数据,在考虑风电可能的预测误差前提下制定机组启停计划,并根据风电超短期预测数据不断调整机组出力,使得电力系统可以在不额外增加备用的前提下应对风电预测误差。将所提出模型应用于IEEE 39节点算例中,并由蒙特卡罗法生成多组随机风电预测误差序列,验证了该模型的有效性及可行性。
Wind power forecast error is a major obstacle for wind power accommodation. In this paper, a muki-time- scale robust dispatch model is developed considering wind power forecast error. Based on day-ahead forecast data of wind power, robust dispatch model formulates schedule of unit commitment considering possible wind power forecast error. The dispatch model allows units to adjust output according to observed wind power. Power grid would thus overcome forecast error without additionally increasing reserve capacity. Applying the proposed model in IEEE 39 bus system and generating multiple forecast error series with Monte Carlo method, effectiveness of the proposed method is validated.
