By examining the classic definition of creative industries, the paper analyses the three major characteristics of creative industries and the relationship between urban development, utilizes system theory to set up a dynamic coupling model between creative industries and urban development and discusses the evolution of model. This paper pointed out that the creative industries and urban development of the coupling system would go through four phases： rudimentary symbiotic phrase, harmonious developmental phrase, utmost increasing phrase and spiral type rising phrase, and to obtain the relevant policy implications.
