According to the logic between capacity and its main body, the resultant force attribute of intracounty capacity for sustainable development, and the theory on man-land relationship, this paper constructed and exerted the processes coupling measuring model and corresponding index system, measured and analysed intracounties＇ capacity for sustainable development and their regional differentiation in Hainan special economic zone, and revealed the procedural root of the phenomenological Regional differentiation characteristics of difference, frailty, imbalance, tendency to transportation lines, and vertical zonality etc.
