通过构建总量生产函数模型,利用1997年～2010年我国及江西省的样本数据,对江西省公共投资经济效率进行了实证分析。研究结果表明,江西省公共资本的产出弹性为0.409905,私人资本的产出弹性为0.340810,即公共资本的产出效率略高于私人资本的产出效率。同时,江西省公共投资经济效率下降态势明显,如江西省公共投资占GDP的比重呈缓慢上升趋势,但公共投资促进产出及就业的能力不断下降。因此,必须采取合理界定江西省公共投资的效率边界和合理规模等措施,以提升江西省公共投资经济效率。

英文摘要：

By constructing Cobb-Douglass Productive Function model and using national and Jiangxi Province’s sample data from 1997 to 2010,this paper does an empirical analysis of the economic efficiency of Jiangxi’s public investment.The results show that the output elasticity of Jiangxi’s public capital is 0.409905 and the output elasticity of Jiangxi’s private capital is 0.340810.Meanwhile Jiangxi’s current proportion of public investment in？GDP is rising but public investment’s capacity of promoting output and employment is declining.Therefore to improve the efficiency of public investment policies,measures of reasonably difining efficiency boundaries and reasonable scale of public investment should be taken.
