Based on discussion of assessment contents for the support capacity of the collective non-commercial for- est＇s management and protection in natural forest protection project areas, from 4 levels of management team sup- porting, institutional support, management fund support and management condition, a set of indicators has been de- veloped for assessing the support capacity of the collective non-commercial forest＇s management and protection in natural forest protection project areas of western China; according to the connotation of related indicators, it ana- lyzed influence factors and counting method of each indicator; it puts forward to basic principles of choosing refer- ence value for each indicator judging by the requirements of distance function model.
