英文摘要：

The purpose of the paper is to analogically propose a concept of land reclamation regulatory system in China, and put forward countermeasures for building perfect regulatory system of land reclamation based on the summary of stages characteristics and existed problems. With the methods of literature review, typical survey, expert consultation and analogue analysis, the results showed that the basic framework of the regulatory system has been formed in China, but there are still many problems such as imperfect regulatory institutions, inadequate mechanisms, flawed mining land policy, weak regulatory measures and incomplete standards of supervisory technology. In conclusion, it is an important direction to establish specialized and hierarchical management institutions, strengthen cooperation between sectors, separate mining land index, strengthen information management, develop a series of standards for implementation and monitoring to construct a perfect regulatory system for land reclamation in China.
