在梳理实践与理论中政府支持高新技术发展的主要政策、手段的基础上，本文对大连市六家处于不同产业发展阶段的软件高新技术企业进行调研和案例分析，以期了解高新技术企业在发展的各阶段的实际需求和对政策支持手段的具体要求。本研究将高新技术产业发展阶段分为种子期、导入期、成长期、成熟期，并归纳总结出各阶段对财政直接投入、税收优惠、政府采购、金融支持、非财政支持等政策和手段的需要，以及对各项政府政策支持的具体要求。

英文摘要：

By combing through government policies and measures that support the development of high-tech industry in practice and theory, this paper researches and conducts a multi-case study of six software high-tech enterprises in Dalian in their different development stages. It aims to find out the high-tech enterprises＇ actual needs and specific requirements for policy support in each de-velopment stage. The development of the high-tech industry is divided into four stages： seed stage, start-up stage, growth stage, and maturity stage. It also summarizes enterprises＇ needs for policies and measures, such as direct financial investment, tax incentives, government procure-ment, financial support ,non-financial support ,as well as the specific requirements for government policy support in different development stages.
