文中以京津冀石化产业为研究对象,运用SBM模型将废水排放量、废气排放量及固体废弃物排放量作为非期望产出纳入投入产出效率框架中,评价了2003-2014年京津冀石化产业投入产出效率,并将其与传统CCR模型进行比较,通过冗余率分析,寻找促进京津冀石化产业效率提升的关键因素。结果表明:京津冀石化产业投入产出效率总体较低,12年中仅有2年为有效状态,产业还有较大的提升空间;三废的排放在一定程度上影响京津冀石化产业效率;应从规模效率着手提高京津冀石化产业效率,降低能耗及废水排放是提升效率的关键。
in this research, the input - output efficiency of petrochemical industry in Beijiug - Tianjin - Hebei was studied by using SBM model. The waste water discharge, waste gas emission and solid waste emissions were used as undesired outputs and incorporated into the framework of input -output efficiency to evaluate the petro- chemical industry input - output efficiency of Beijing - Tianjin - Hebei region from 2003 to 2014. Then we com- pared it with the traditional CCPt model. Then by using relaxation rate analysis to find key factors to promote the efficiency of Beijing - Tianjin - Hebei petrochemical industry. The results show that input - output efficiency of petrochemical industry in Beijing - Tianjin - Hebei was generally low, it was in effective state only in 2 of the 12 years. The industry has a larger room for improvement. The discharge of three wastes influenced the petrochemi- cal industry efficiency to a certain extent.
