目的:为进一步完善低价药品采购政策提供参考。方法:通过各省药品招标采购中·,22、各省卫计委官网收集28个省市低价药品挂网采购政策文件,并根据研究目的,对部分指标进行比较分析。结果:71%的省市低价药品的挂网模式为直接挂网采购,2l%的省市实行挂网采购结合经济技术标评审的模式,少数省市在双信封评审后直接挂网;低价药品企业或产品入围规则方面,60%的省市在资质审核合格后直接挂网,20%的省市根据经济技术标得分和申报企业的数量决定最后的挂网数量,个别省市根据经济技术标得分或商务标综合得分决定挂网数量;限价方面,88%的省市以国家发展和改革委员会日均费用标准为限价依据,8%的省市以本店或其他几个省市平均中标价为参考价进行限价,仅有浙江一省以本省或其他几个省市自2012年1月1日以来最低中标价为参考价进行限价。结论:我国低价药品挂网采购政策在解决低价药品短缺的同时,应保证药品的质量;低价药品企业或产品入围规则的制定应确保药品供应和可负担性双重目标的实现;低价药品限价应坚持日均费用标准,但需要进一步加以完善。
Objective To provide reference for perfecting the low-cost drugs procurement policy. Methods Through collecting the policy decuments on low-cost drugs online procurement from the official website of drug bidding procurement and the health and Family Planning and Commission of 28 provinces and cities, and some indicators were comparative analyzed according to study pur- pose. Results 71% of provinces and cities implement online procurement directly,21% of provinces and cities combined online prncurement with evaluating economic and technology bidding,a few provinces and cities implement online procurement after evalu- ating double envelope;on the aspect of shortlisting rules of low-cost drugs companies,60% of provinces and cities put drug compa- nies online if the companies meet the qualifications requirements,20% of the provinces and cities determine the number of compa- nies putting online according to the scores of economic and technology bidding and the number of companies that participated ,a few number of provinces and cities determine the number of companies putting online based on the scores of economic and technology bidding or the comprehensive scores of business bidding;on the aspect of limit price,88% of provinces and cities limit price based oll National Development and Reform Commission daily cost standards,8% of provinces and cities limit price based on several oth- er provinces and cities' average bidding price or their own provinces and cities' average bidding prices, there is only one province, Zhe/iang, limit price based on several other provinces and cities' lowest bidding price or their own province's lowest price since Jan- uary 1,2012. Conclusion The online procurement policy of low-cost drugs should solve the shortage of low-cost drugs, meanwhile, it should ensure the quality ;the formulation of shortlisting rules should ensure the realization of dual goals of the shortage of drugs and the affordability;limit price should adhere to daily cost standard,but we need to perfect it.
