开发区是城市招商引资和发展制造业的主要载体,对推进地区经济发展与城市化进程具有重要作用。针对开发区空间资源趋紧和土地低效利用的结构性矛盾,本文从制造业企业用地角度,从实际用地效益、潜在用地效益、用地存在效益三个维度构建开发区用地效益理论模型,并从企业投入产出效益、社会效益、环境效益、用地布局效益与企业发展前景等五方面建立开发区用地效益综合评价指标体系。在此基础上,对泰州经济开发区制造业企业用地效益进行了评价,结果显示,外资企业、设备与医药制造企业用地效益相对较高,而多数民营企业、石化与轻工企业用地效益相对较低,并依据评价结果对区内企业提出了差异化的优化调整方案。
As the main driver inviting investment and manufacturing, development zones play an important role in promoting regional economic development and the process of urbanization. Given the structural contradictions between tight space resources and inefficient land use in development zones, we establish a theoretical framework to assess land use benefits of manufacturing in a development zone. The framework consists of the following three-dimensional parts: practical land use benefit, potential land use benefit, and necessity of the existing land use. Our evaluation system includes enterprise input-output benefits, social benefits, environmental benefits, benefits of land layout and enterprise development prospect, on benefits in land use of manufacturing enterprise in the development zone. We evaluated land use benefits in the Taizhou Economic Development Zone (TEDZ), and found that land use benefits from manufacturing enterprises in the TEDZ are generally low. Further, because of different establishment times, major business, ownership types, industries, and spatial layout, there were significant differences in land use benefits from manufacturing enterprises. The land use benefits of foreign capital enterprises, equipment and pharmaceutical manufacturing enterprises are relatively high, while that from petrochemical and light industry enterprises are relatively low. According to this evaluation, three rectification measures are suggested. ( 1 ) Maintaining the status quo for the enterprises which have good benefits of land use: the government of development zone should make them the regional leading enterprise through financing, technical innovation, and talent cultivation; (2) Upgrading and regeneration for some potential enterprises: the government should establish an incentive mechanism to encourage enterprises to promote their production process and capacity, in order to improve the benefits of land use; (3) Migration and adjustment for the enterprises which have poor benefits of land use
