[目的/意义]目前基于专利视角的技术竞争力研究较少涉及产业集群层次。但在产业集群技术竞争力评价时,利用专利数据比较和分析集群内组织的研发重点、合作网络、技术优势和劣势,可为技术战略布局提供更有效的决策参考。[方法/过程]在挖掘产业集群专利数据的基础上,结合产业集群的特有属性,从技术数量、技术价值、技术合作3个维度建立产业集群技术竞争力评价指标体系,并综合运用灰色关联分析、模糊综合评价法构建基于专利的产业集群技术竞争力组合评价模型。最后开展全球对讲机产业4个主要集群的实证研究。[结果/结论]该产业集群技术竞争力评价指标体系和组合评价模型具有实际应用价值。
[Purpose/significance] Currently patent-based technological competitiveness researches are less involved in industry clusters level. But when evaluating technological competitiveness of industry clusters, using patent data to compare and analyze research priorities, cooperative network, technical advantages and disadvantages of organizations in clusters, can provide more effective decision reference for technology strategy layout. [Method/process] The paper bases on patent data mining of industry clusters, combines unique attribute of industry clusters, to establish indicator system of technological competitiveness evaluation of industry clusters from 3 dimensions of technology quantity, technology value and technology cooperation, and uses grey correlation analysis and fuzzy comprehensive evaluation to construct patent-based combination evaluation model of technological competitiveness of industry clusters.At last, it carries out empirical study of four main interphone industry clusters in the world. [Result/conclusion] The above-mentioned indicator system of technological competitiveness evaluation of industry clusters and assembled evaluation model have value of actual application.
