This paper starts at how foreign countries use counter-cyclical tools in macroprudential supervising.We analyzes the system of counter-cyclical provision,models and how it acts as a macroprudential tool in Spain,also we provides the proposals for China.We aims to provide a good case for building counter-cyclical mechanism in China.
