英文摘要：

Based on the 2007 data of China＇s industrial firms, we carry out empirical analysis by using Tobit model to systematically probe the effect of institutional quality and foreign entry on high-tech industry innovation. Our estimates suggest that institutional quality and foreign entry have strong positive spillover effects on high-tech industry innovation. But the interaction of the above two items have strong negative effects on innovation, which results in insignificant effect of FDI on high-tech industry innovation. Moreover, the effect of institutional quality on innovation of foreign and private enterprises is significant, but on state-owned enterprises is insignificant. Therefore, China＇s high-tech industry innovation should focus on releasing institution dividend, encouraging and supporting domestic especially private enterprises rather than excessively relying on foreign entry.
