The low patent industrialization rate will create a large amount research resources waste, so promote the industrialization of patents has become one of the most important issues for our country science and technology management. Although China has established a patent industrialization mechanism, but lack of the leading edge basic study and application research , incentive effect of promotion of social wealth growth for research institutes and sound engineering and scale-up infrastructure restrict patent industrialization. That produced high transaction costs. In order to save the transaction cost of patent industrialization, we need to improve national innovation system, construct patent trading center system, and improve intermediary service capacity, accelerate the industrialization of patent achievements.
