以2009-2012年省域面板数据为基础,运用DEA的BCC模型测度我国规模以上工业企业研发机构科技创新效率,实证表明：我国工业企业研发机构科技创新效率普遍偏低,但呈现波动上升趋势,且大体呈现规模报酬递减态势;工业企业研发机构科技创新效率存在明显的区域差异,即：东部地区科技创新效率普遍高于西部地区;投入冗余和产出不足是导致我国工业企业研发机构科技创新低下的主要原因.

英文摘要：

Based on the panel data of Chinese provinces from 2009 of 2012, this paper evaluated the scientific and technological innovation efficiency of R＆D institution of industrial enterprises by using the DEA model. The result indicated as follows： The scientific and technological innovation of R＆D institution of industrial enterprises was inefficiency,but there was an escalating trend of the efficiency and decreasing returns to scales the sci- entific and technological innovation efficiency of R＆D institution appeared significant regional differences, namely that the eastern region science and technology innovation efficiency is generally higher than that of the western region; the input redundancy and output insufficient were the main reasons of low efficiency of science and technology innovation.
