This paper proposes a new feasible method for improving the consistency of Judgment Matrix in AHP, in which a pair of elements of the Judgment Matrix are modified, and a common consistency checking method is used. The CI value of the modified Matrix is less than that of the original one, and the method is used in information security risk assessment, thus making the result of evaluation even more scientific and rational. Finally the example is provided.
