基于多指标决策理论,提出一种新的循环经济综合评价方法。该方法包括指标组合赋权和指标信息集结两个过程。其中,依据乘一致偏好关系和特征向量法得到指标主观权重;利用指标统计数据和方差最大化非线性规划模型得到指标客观权重;引入评价者偏好度对主客观权重进行凸组合;利用几何平均集结算子将评价区域每个年度的多个指标数据融合为一个综合值,作为该年度评价值;对不同年度评价值排序、分析该评价区域发展态势。最后,以陕西省2003-2007年循环经济发展水平为例对几种评价方法进行了验证。结果表明:与已有方法相比,该方法的评价结果更趋合理。
A novel method evaluating circular economy on the basis of multiple criteria decision making(MCDM),in which combination weights method of criteria with consideration of risk preference of decision maker and criteria information fusion approach were involved.Based on multiplicative consistency preference relations and eigenvector method,the subjective weights were attained.The objective weights of criteria were derived from nonlinear programming modeling by maximizing variance of criteria data in statistic Yearbook.Then a weighting geometric aggregation operator was used to fuse the statistical data of all criteria with respect to each year into a synthetic score,and according to these synthetic scores of all years,the developmental level of circular economy was analyzed.Finally,a case study of Shaanxi province in China between the year 2003 and 2007 was given to illustrate that the method is rational and valid.
