The high speed of urbanization and the large scale of migration have put forward great challenges on the existing housing policy.Based on the theory of urbanization,model of housing market filtering and analysis of the principles of equity and efficiency,from a unified perspective of urban-rural development and planning,this paper proposes a theoretical model of public housing system.The model will be effective in unifying urban and rural areas public housing,resolving problems of rural to urban population inflow,and adjusting and activating the long-term idle houses and homestead in rural areas.
