The index system for basic modernization possesses guiding, monitoring and boosting roles in the moderni- zation drive, conducive to clarifying policy priorities, avoiding empty talks, and ensuring scientific development. Eastern China as represented by Jiangsu Province presents the index system for basic modernization that emphasizes the coordinated economic and social development, highlights the transformation of the mode of economic growth, stresses people＇s livelihood and social development, and reflects the requirements of scientific development. In order to effectively play the role of index system for modernization, we should use practice to prove the scientific nature of the index system, prepare index system for sub-provincial regions, prevent government sectors from abusing authority or absence from duty, and handle the relationship between different regions in the modernization process, as well as the relationship between economy and social causes.
