The market oriented reform is seriously lagged behind in heating industry, the development performance, social equity and environmental protection of which are greatly impacted by planning system. Effective heating industry regulation system needs to be based on marketization, legalization, transparency and effective governance. The key of Chinese heating regulation system innovation lies in completing the law, continuously promoting the marketization reform, implementing the effective regulatory system and setting up a more accurate way of heating subsidy for residents.
