The privatization reform of public utilities has been practiced in city of China for many years. From then on, the city government has taken on the responsibility of regulating the quality of public service and public utilities. It＇s time for us to carry the summary and evaluation of city government＇s regulation on the agenda. The paper take America as an example and probes into the performance evaluation system of civil government＇s regulation, the time of which is relatively longer and the evaluation model is relatively mature. Specifically, the paper introduces the historical development of city government＇s regulation in public utilities and the standard of its performance evaluation, and on this basis, summarizes its characteristics and its enlightenment and reference.
