全面划定永久基本农田是保障国家粮食安全、推动农村发展和农业现代化建设的重大举措.永久基本农田布局应当妥善协调社会发展对土地的需求与耕地红线的关系.构建以耕地坡度级、利用等指数、耕地连片性、区位条件、灌溉保证率为因子的基本农田质量评价体系,按照项目类别分类的方式,对隆昌市划出或划入基本农田的耕地进行评价,分析不同类别项目对基本农田综合质量的影响.结果表明,因交通、规划、工业园等项目划出基本农田会对其综合质量产生不利影响,因矿业工矿类、农业类、聚居点类等项目划出基本农田对其综合质量影响不明显或有所提升.同时,高标准农田的建设对于基本农田综合质量提升具有明显的作用.

英文摘要:

The overall delineation of permanent basic farmland is a major step in safe guarding national food securityand promoting rural development and agricultural modernization. The layout of permanent basic farmland shouldproperly coordinate the relationship between land demand and farmland red line. By building an evaluation systemwhich covers slope,quality,integrity,locality and probability of irrigation,classifying according to categories ofprojects,evaluating the change in Longchang basic farmland areas,we analyze the impact of different categories ofprojects on the comprehensive quality of farmland. The results of the research show that the basic farmland has adetrimental effect on the overall quality while part of farmland are adjusted out of the basic farmland areas because oftraffic,planning,industrial parks and other projects. The impact of the farmland which adjusted out of the basic farmlandareas by the project of mining industry,agriculture,settlement on the comprehensive quality of the farmland is notobvious or has been enhanced somewhat. Meanwhile,the construction of high standard farmland has an obvious effect onthe comprehensive quality improvement of basic farmland.
