基于多目标非线性规划原理,提出了一种适用于多水源、多用户的区域水资源优化配置模型.充分考虑经济效益、用水费用和区域均衡性多个目标,构造了一个新的非线性综合目标函数.以需水量和可供水量为约束条件,采用序列二次规划法求解函数最优值.将该模型用于某市水资源分配,获得了3个规划水平年在3种保证率条件下的优质水资源优化配置方案.结果表明,采用提出的优化方案可以显著提高经济效益,并为未来水资源分配决策提供较为科学的依据.提出的模型具有参数设置灵活等优点,可供缺水地区水资源调配时参考应用.
Based on the principle of nonlinear multi-objective programming, a model for optimal allocation of regional water resources with multi-sources and multi-consumers was developed. A new nonlinear integrated objective function was introduced in the model, which synthetically takes economic benefit, cost of water usage and water resource's equilibrium distribution into account. With the restriction of water demand and supply, the objective function optimal value was calculated by sequential quadratic programming. The model was applied to water resource allocation in Cixi City, and the optimal schemes for the distribution of high quality water resources under three assurance rates of water supply in three plan years were obtained. The results indicate that the schemes can increase obviously the economic benefit and provide a scientific decision for future water allocation. This model can flexibly set parameters and is available for the allocation of water resource in regions with short supply of water.
