After analyzing the limitations of virtual enterprise （ VE ） with the logistic model for species population evolution, this paper points that VE is not suited to produce a changing product family with many varieties. A new agile strategy for an enterprise is put forword. With the strategy, a clustered - cooperative manufacturing system （ CCMS ） can be formed, which produces a changing product family with many varieties.
