以湖南省郴州市为例,对耕地这一与人类息息相关的土地利用类型,分别采用动态度、相对变化率等模型计算其数量变化。运用相关性分析耕地面积与地区生产总值、总人口数、城市化率等区域经济驱动因子之间关系。结果表明：耕地变化与经济发展呈高度负相关关系,而与农村人口数高度正相关。针对郴州市经济发展中土地资源出现的问题,提出了耕地保护利用、提高建设用地利用效率、建立与生态安全协调的土地资源利用体系等安全管理措施。

Taking Chenzhou City of Hunan province as an example, on the basis of the arable land, which is closely related to human land use types, the paper respectively calculated the quantity change by using the models of dynamic and relative change rate. Using the correlation analysis the index such as land use and regional GDP, population, urbanization rate, it also studied the relationship between regional economic driving factors and land use. The results show that the relationship between cultivated land change and economic development has highly negative correlation and positively related to the height of the rural population. To the problems of land resources in economic development of Chenzhou City, the paper proposed safety management measures of cultivated land protection, improving the efficient utilization of construction land and setting up the coordination system of the ecological security of land resources utilization.
