Xinping GUAN received his M.S. degree from the Applied Mathematics, Harbin Institute of Technology in 1991, and his Ph.D. degree in Electrical Engineering from Harbin Institute of Technology in 1999. Since 1986, he has been with the Yanshan University, China, where he is currently a Professor of control theory and control engineering. Shuangfeng DAI received the B.S. and M.S. degrees from the Institute of Electrical and Engineering, Yanshan University, in 2003 and 2005, respectively. Her main research interest is networked control systems. Chengnian LONG received the M.S. and Ph.D. degrees from the Institute of Electrical and Engineering,Yanshan University, in 2001 and 2004, respectively. His current research in- terests include active queue management, TCP congestion control for wireless network, and streaming media protocol.
