Meiqin TANG received the B.S. degree in Computer Science and Technology, and M.S. degree in Operational Research and Control Theory from Ludong University, China, in 2002 and 2005, respectively. She received Ph.D. degrees in Control Theory and Engineering from Yanshan University, China, in 2009. She is currently a lecturer at Ludong University. Her research interests include wireless networks and optimization theory. KaIMA received the B.S. degree from the Department of Automation, Yanshan University, Qinghuangdao, China, in 2005. Currently he is pursuing his Ph.D. in Yanshan University. His research interests include resource allocation in cooperative and cognitive wireless networks. Xinping GUAN (M'02-SM'04) received the B.S. degree in Mathematics from Harbin Normal University, Harbin, China, and the M.S. degree in Applied Mathematics and the Ph.D. degree in Electrical Engineering, both from Harbin Institute of Tech-nology, in 1986, 1991, and 1999, respectively. He is currently a professor and dean of the Institute of Electrical Engineering, Yanshan University, Qin- huanzdao. China. He is the (co)author of more than 100 papers in mathematical, technical joumals, and conferences. As (a)an (co)-investigator, he has finished more than 19 projects supported by National Natural Science Foundation of China (NSFC), the National Education Committee Foundation of China, and other important foundations. His current research interests include wireless sensor networks, congestion control of networks, robust control and intelligent control for nonlinear systems, chaos control and synchronization. Dr. Guan is serving as an associate editor of IEEE Transaction on Systems, Man and Cybernetics (Part C), a reviewer of Mathematic Review of America, a member of the Coun- cil of Chinese Artificial Intelligence Committee, and vice-chairman of Automation Society of Hebei Province, China.
