结构扭曲导致中国雾霾具有复合性、范围广、持续时间长等区域性特征,亟需从发展方式导致的结构扭曲视角研究治理措施。构建一套独特的基于2001年-2010年中国省级层面的PM2.5数据集,分析结构扭曲诱发雾霾的机制与效应,结果表明:中国雾霾呈明显的区域集聚特征,主要集中于长三角与京津冀地区,且雾霾有随时间而加重的趋势;产业结构轻型化有利于减少污染、降低雾霾;城市化水平提高将会加重地区雾霾;产出能耗强度越高越容易诱发雾霾。上述结果在各种情况下均是稳健的,表明中国到了转变发展方式以缓解持续雾霾困境的关键时期。应通过实行区域平衡、产业结构转变及能源结构转换等政策提升环境质量,实现经济增长和环境保护的"双重红利"。
Structure distortion causes China's haze to have regional characteristics of complex, wide range and long duration, so governance measures should be studied from the perspective of structural distortion caused by development mode. This paper analyzes the mechanism and effect of the structural-distortion-induced haze by using 2001 -2010 provincial panel data and the unique PM2.5 data. It finds that: Chinese haze shows an obviously regional clustering feature, mainly concentrated in the Yangtze River Delta and Beijing, Tianjin and Hebei, and the haze presents an increasing trend with time; The light structure of indus- tries helps to reduce pollution and haze; Improving the level of urbanization will significantly increase the haze ; The increasing intensity of output per unit of energy is more likely to induce the haze. All of these results are robust under different conditions. This study shows that China has come to a critical period of restructuring to alleviate and eliminate the "haze locked country" dilemma. China should take the policies of regional balance, industrial structural adjustment and energy structural transformation in order to promote environmental quality and realize the double dividend of economic growth and environmental protection.
