On the basis of equal cooperation between project-based enterprises, this paper constructs the project-based supply chain cross-organizational bidirectional incentives model from the view of maximizing project value-adding through cooperative innovation. It analyzes the influence of the cooperative innovation level between project-based enterprises on project value-adding, and then the related digital simulation and example analysis are presented. The results reflect that cross-organizational bidirectional incentives strategy can achieve project value-adding maximization and realize benefits improvement between the cooperative partners.
